  1. Mix maida + salt + water, knead smooth dough
  2. Rest 15 mins
  3. Shred cabbage + grate carrot, mix with ginger + chili + soy + salt
  4. Roll small balls of dough
  5. Flatten into 3-inch circle
  6. Place filling in center
  7. Gather edges, pinch to close
  8. Place on oiled steamer plate
  9. Steam 8 mins until dough becomes translucent
  10. Serve hot with soy sauce + chili sauce
