- Mix barley flour, salt, turmeric in bowl
- Add oil, green chili; mix well
- Gradually add water while stirring; form thick batter (like pancake batter, slightly thicker)
- Heat oil in deep frying vessel to 70°C
- Drop spoonfuls of batter (about 1 tbsp each)
- Fry 2-3 mins on first side until golden (80-85°C oil)
- Flip carefully; fry another 2-3 mins until golden all over
- Should be crispy outside, soft inside
- Drain on cloth
- Serve hot with chutney or yogurt
