- Make dough (5 mins, room temperature): Mix 120g all-purpose flour, 40g rice flour, 25g sugar, 1g salt. Add 15ml oil. Add 60ml warm water gradually, kneading into soft, pliable dough—should be smooth, not sticky.
- Rest dough (5 mins, room temperature): Cover and let rest 5 minutes.
- Make filling (3 mins, room temperature): Mix 100g grated jaggery, 15g fresh coconut, 10g sesame seeds, 1g cardamom powder, 15ml ghee in bowl.
- Shape (10 mins, room temperature): Divide dough into 8-10 equal balls. Roll each ball into thin circle (2 inch/5cm diameter). Place 1 tbsp filling in center. Bring edges to center, pinch to seal tightly. Gently flatten to even thickness (½ inch/1.2cm).
- Heat oil (5 mins, high heat): Heat 2 cups oil to 330°F/165°C.
- Fry (10 mins, medium heat): Place mandarin into hot oil—do not overcrowd (2-3 at a time). Fry 4-5 minutes per side until light golden and crispy. Filling should be warm inside, dough crispy outside.
- Drain and serve (2 mins): Transfer to paper towels. Serve warm with tea.
