- In a saucepan, combine rice flour and 100ml cold milk. Stir until smooth (no lumps).
- Add remaining milk (400ml). Stir well.
- Place on high heat. Stir constantly as mixture heats.
- Once mixture comes to boil and thickens slightly (about 2 minutes), reduce heat to low.
- Add condensed milk. Stir well for 30 seconds.
- Add crushed cardamom, saffron, almonds, and raisins. Stir.
- Remove from heat immediately. Kheer is ready.
- Texture: Thin pudding, pourable, coats spoon lightly
- Color: Off-white with almond pieces
