  1. Mix rice flour, urad powder, salt, turmeric, ginger, green chillies.
  2. Add coconut milk, oil; stir to form smooth batter (pourable consistency).
  3. Fold in fish gently.
  4. Grease idli molds with oil; fill halfway.
  5. Steam in steamer at 100°C for 8 min.
  6. Check with toothpick—comes out clean.
  7. Color pale cream with fish flecks, texture soft and spongy.
